Provincial People’s Government promoted the key provincial enterprises in coal and the coal chemical industries to restructure and established the group company in 2006. There are 137 thousand employees and the headquarters are in Xi’an City, the capital of Shaanxi Province.

Shaanxi Coal and Chemical is a large industry group consisting of more than 90 wholly-owned holding and joint-stock companies. The 10 business sectors include coal mining, the coal chemical industry, electric power, iron and steel, heavy industry equipment, construction, railway investment, technology, finance, and modern services. In the 12th Five-Year Plan period, Shaanxi Coal and Chemical is following the Principle of Scientific Development, adhering to a people-oriented operation, and highlighting independent innovation and secure development. Diversified forms of property rights are being applied to promote the implementation of the project strategy which is to accelerate the development of the two main industries related to coal and the coal chemical industry and promote the efficient and clean use of coal to aid in the development of the green economy. The company also aims to achieve new breakthroughs in coal power, coal-bed gas exploitation, and the utilization of coal resources; furthermore, the company plans to change the growth model by constructing a multi-structured system of complementary industries in the areas of electric power, iron and steel, heavy equipment, construction, railway investment, technology, finance, and modern service systems, thereby forming an industrial pattern of “developing coal-mining as basic industry, highlighting coal chemical as leading scope, supported by diversified sectors”.
