Shaanmei Group convokes 2016 summing-up meeting as well as the 6^th workers' congress

On January 21^st, Shaanmei group’s 2016 summing-up meeting as well as the 6^th workers' congress were held in Xi’an. The main task of it is to deeply implement the spirit of The 18th session of the central committee of the communist party of China, the fifth plenary session, as well as the spirit of the Central Economic Working Conference, to commit the arrangements of Shaanxi government, and requirements of SASAC(State-owned Assets Supervision and Administration Commission), to recall and summarize the work of 2015 and the Twelfth five-year plan, to have an objective analysis on present situation, ti deploy the work of 2016 and developmental requirements of the 13^th Five-year Plan, to mobilize the staff to make clear the situation, face difficulties, try every means to get rid of losses and hardships, improving efficiency, which are storming fortifications. SunAnquan, secretary of the party committee of Shaanxi provincial SASAC, LiHongjun, section chief of enterprise session of Shaanxi provincial organization department, WangMinghua, deputy inspector of Shaanxi provincial Development and Reform Commission, deputy director general of Shaanxi provincial Bureau of Energy, XuPusheng, deputy director of Shaanxi provincial Department of Industry, LiJIn, deputy director of Shaanxi provincial Safety Bureau, ChenYongchang, minister of Shaanxi provincial Coal Management Bureau, all the above leaders attended the meeting.Main leaders, supervisor, assistant manger, deputy and above of administrative staff, heads of all offices, main leaders of party, chairman of the labor union, deputy and above leaders who in charge of manufacture and operation of Shaanmei Group attended the meeting, staff representative, property right of representatives also attended the meeting. 

A preliminary conference of the 6^th workers' congress before the official meeting started, LiXiangdong, assistant manager, principal of labor union of Shaanmei Group hold the meeting, during the meeting, examination report of qualification examination was checked during the meeting, the name list of bureau members and secretary general, agenda of the meeting was also approved. Soon afterwards, the first plenary meeting was held which was presided by YouXidi, vice general manager.

YanGuanglao, general manager of Shaanmei Group made a clerical work titled ‘Behaving initiatively, dealing with losses effectively, realizing transformation and upgrading ’ . In his report, he pointed out that the year of 2015 is a year of assaulting fortified positions, a year of striving to make progress. During the past year, Shaanmei Group has seized ten main procedures, increasing steadily, reducing cost, emphasizing logistics, managing capital, paying more attention on science and technology, regulating staff, stricting evaluation, sticking to the bottom line, benefiting people's livelihood. Overcoming the elements such as the over plus of production, continue fall of prices, making it possible of realizing steady development. In 2015, Shaanmei Group’s sales revenue is 190.973 billion RMB, that is 8.1 percent comparing that of last year, the target of coal, coal chemical industry, crude steel, electric energy production are respectively finished to the figures of 0.127 billion tons, 129.1milliom tons, 7.63million tons, 28.8 billion kilowatt hours.

YanGuanglao pointed out that, Shaanmei Group is a traditional resource-oriented Energy chemical industry company, facing the double pressure, one of which is over plus of production, the other of which is energy structure adjustment, our company is facing some risks and challenges as well as opportunities. In 2016, our company will carry out the principal line of “living on dealing with losses for survival, deepening evolution for development ”, devoting ourselves to speeding structural adjustment, requiring benefits from transformation and upgrading; Speeding to optimize the allocation of resources, gaining profits from vitalizing stock, dropping out inefficient fields gradually, gaining profits from initiative decreasement; Promoting greatly on the “double achievements” and reducing cost, highlighting work efficiency, seeking profits from efficiency improvement; Planning both domestic and foreign markets as a whole, asking profits for developing market; Carrying out refining reform measures, seeking profits from deepening reform, driving all kinds of work to carry out fully.

Our company’s aims and tasks in 2016 are “Five targets and five tasks”, of which the five targets are: first, the quantity of goods produced target is: 0.1162 billion tons coal, 14.6 million tons chemical, 6.5 million tons steel, 38.869 billion generating capacity, 4 million tons cements. Second, the annual income is 200 billion RMB. The third is profit, profits and losses will be flat. The fourth is security, putting an end to higher frequency of larger security accidents. The fifth is total staff, cutting down 15 thousand workers. While the “Five tasks” are taking the most advantages of related quitting policies concerning coal, steel, speeding the quitting of backward capacity. The second is urging related departments to formulate and implement schemes in dealing with losses and gaining profits within three years. The third of which is vitalizing stocking resources. The fourth is to guard against various risks. The fifth is establishing the long-term  mechanism to arrange redundant staff.

YangGuanglao emphasized during the meeting that ten main tasks have to be done in 2016. First, deepening institutional mechanism reform. Second, improving operational quality. Third, perfecting incremental assets. Fourth, vitalizing stock resources. Fifth, striving to develop production service. Sixth, laying emphasis on “double achievements”. Seventh, sticking to security as well as environment-friendly development. Eighth, preventing various risks actively. Ninth, giving full play to political advantage. Tenth, paying attention to staff’s benefits from the bottom of the heart.

YangZhaoqian, president of Shanmei Group recalled the development during the 12^th “Five-year Plan”in his speech that the five years was a tough time for our company, facing the complex and rigorous macro-economic situation as well as constant economy decrease, our company paid special attention to the situation and took action initiatively, achieving the best results. During the 12^th “Five-year Plan”, our company’s total profits are increasing greatly, entering the “Fortune Global 500”. Extension of industrial chain increased the development tenacity; Placing the finance industry, marching to the capital market; Having both entry and exit, optimizing industrial structure; Achieving the break through in “Step out” , providing new space for development exploration; Sharing fruits and further improve the production and living conditions. The total assets has increased from 194.2 billion RMB to 4243 billion RMB, 118 percent increase; The sales revenue has increased from 71.1 billion RMB to 191 billion RMB, 169 percent increase. Ranking the 416^th of the top 500 enterprises of the world, being the first coal company in the west area.

YangZhaoqian pointed out that we should also notice the contradictions and problems existing in the development of enterprises while we summarize the achievements. The first is the distinctive contradiction among developing speed, quality, scale, and benefits. The second is industrial generalization and low competitiveness. The third is the too many managerial levels and redundant personnel. All the above-mentioned structural and systematic contradictions and problems will have to be solved during the 13^th “Five-year Plan” . The 13^th “Five-year Plan” period is a crucial stage foe Shaanmei Group to innovate and transform and upgrade, the overall request is to grasp tightly the historical development of the oncoming energy revolution and the unceasing new economy, to take innovative development as its theme, and to take improving quality and profits as its center, to focus of the core, transformation and slimming as the main line, trying every means to make a break through in industry optimization, integration of industry and finance, structural reform and efficient administration, making effort to establishing a prominent, new-feature economy modern  energy enterprise.

YangZhaoqian emphasized that according to the works' general requirements of the 13th Five-year Plan, company will seek the breakthrough in seven aspects. Adjusting industrial structure to build comparative advantage; absorbing modern technology to improve traditional industry; placing emerging industry to achieve the breakthrough of transformation; promoting the integration of industry and finance, impelling the transformation and upgrading by the force of finance and capital market; using external resource positively to give development space; deepening internal reformation to release development vitality; perfecting contingent of cadres and improving structure of them and so on. For present work, he pointed out that the focus and key points of promoting whole work is governing losses, prioritizing investment, controlling risk, lowering cost, converting style of work, building confidence. We will certainly defeat numerous difficulties in present and receive a bright future if we are one heart in mind, one direction in target, one step in action to furiously fight the fortified war of governing losses and getting rid of poverty, improving quality and increasing efficiency, to fight the protracted war of reform and innovation, transformation and development.

Finally, Sun Anhui, secretary of the party committee of Shaanxi provincial SASAC gave a keynote speech. He speak highly of Shaanmei's work in 2015, he pointed out that company effectively deal with all kinds of difficulties by positively carrying out various measures of stablizing growth, adjusting structure, improving reformation that proposed by Shaanxi government and SASAC to make whole year's production and management steady and ordered, capital operation in full swing, technological innovation promoted continually, delicacy management deepen endlessly, the situation of safety production stable, to make economic operation to be the state of steady in general, progress in stabilization when facing the industrial situation of excess production capacity, price downturn, high inventory of coal, chemical engineering, steel and other products. Especially, Shaanmei Group achieved whole year's sales revenue reaches to 191billion RMB, that is 8.1 percent comparing that of last year and succeeded in finishing the target and task that SASAC asked by taking the reform initiative of wiping off impurities and regressing kernel, closing and obsoleting behindhand capacity, propelling the adjustment of industrial structure.

Sun Anhui required that all cadres and workers of Shaanmei Group should integrate all kinds of thoughts, speed up the tracking, clearly realize that the reason of economic downturn at present is structural excess capacity and the thought of counting on industry's cyclical upturn, counting on that spring comes after winter if we wait a second or endure for a moment is impractical, all should change idea positively, conform the general trend of the reform of the supply side early, focus more energy on the effective supply of products, focusing our attention on market elements like products, capital, and technology, only by achieving this, can we strengthen the consistent power, and promote the development transformation well. About the superfluous production, he hoped that the company is able to grasp the policy of capacity, make clear the subbranches, give different guidance of different categories to enterprises, take immediate measures on the” recessional enterprises”, which shut down, are facing losses or insolvency. About these enterprises, making no more investment either on policy or on capital, making proper merging and reorganization, debt restructuring, bankrupcy liquidation, getting rid of capacity and repertory.

SunAnhui emphasized that Shaanmei Group should carry out seriously on the five ideas of development, namely, innovation, coordination, green, open, and sharing. The second is to promote the industrial restructuring, improving continuous development. The third is to go on with deepening enterprise reforms, releasing development vitality. The fourth is to strengthen the awareness of safety production, tamping the basis of development.

In the afternoon, the delegates of meeting discussed in group on the speech of SunAnhui and YangZhaoqian, deliberating on the “report” and “the report on the proposals of 2015, collected proposals of 2016.” Everyone spoke out freely, giving advice positively, raising many constructive and useful suggestions.
