This afternoon(Aug, 19th), the result of the second-quarter evaluation of 2017 Shaanxi provincial state-owned enterprise surpassing, ShaanMei Group ranked first in the second-quarter evaluation of competitive enterprises. At present, ShaanMei Group has been ranking first fir a series if two times, which has strongly shown the struggling “ ShaanMei Force”, sparing no effort in ShaanMei Group’s new chapter of surpassing.

According to the deploy of Shaanxi Provincial Party Committee, Shaanxi Provincial Government, and Shaanxi SASAC (State-owned Assets Supervision and Administration Commission), ShaanMei Group has determined “Improving quality and efficiency, transformation and upgrading, chasing and surpassing” as its main principal, and “aiming at the best in our own field” as its target, centering on the annual key work, to put chasing and surpassing into every field of reform and development,running through the overall process of the construction of our Party, the general work has achieved a very stable as well as progressing state, a consistent prospect, and achieved many brilliant and varied work merits.

On July 20^th, Fortune Chinese Web released the newest Fortune Global 500, ShaanMei Group ranked 337 by its total sales revenue of 31.926 billion dollars (212.095 billion RMB), heading ten comparing with that of last year, it is the third time that ShaanMei Group has been on the list since 2015, furthermore, being stable and rising.

During the first half year, the data displays that the total sales revenue was 120.6 billion dollars, increased 24 billion dollars, the profit of which is 4.53 billion dollars, comparing with last year, 4.48 billion dollars has been increased. A total production of 70.336 million tons of coal has been achieved, which increased 17.6 percent comparing with last year’s 59.823 million tons. A total production of 7.754 million tons of chemical products has been achieved, which increased 13.7 percent comparing with last year’s 6.821 million tons. A total production of 4.627 million tons of crude steel has been achieved, which increased 53.1 percent comparing with last year’s 3.023 million tons. A total production of 18.86 billion kilowatt-hour of electricity has been achieved, which increased 16.3 percent comparing with last year’s 16.22 billion kilowatt-hour. Many operational indicators and quantity have been achieved the highest since the establishment of ShaanMei Group, which shows its magnificent growth.

This heavy report card can’t be achieved easily, and it has shown “ShaaanMei Group Force”and ”ShaaanMei Group Undertaking” of the whole province’s chasing and surpassing. After the grades, it’s all because of the support of the Shaanxi Provincial Party Committee, Shaanxi Provincial Government, and Shaanxi SASAC (State-owned Assets Supervision and Administration Commission)and other related Shaanxi Provincial departments. It’s due to the measures that have been taken in carrying out chasing and surpassing, reform and innovation. It’s also because of the overall efforts of ShaanMei Group staff.

Trying every means to promote project confirmation, stabilizing investment vigor. The overall mentality of ShaanMei Group is “to focus on project confirmation for the first half year, the next half year promote investment”, especially on related and primary designing scheme , five coal mine projects, such as CaoJiaTan, NO. One XiaoBaoDang, have been approved by National Development and Reform Commission, while NO. Two XiaoBaoDang was on the way of declaration. QingShuiyuan industry zone etc. four major coal and industry projects are enrolled in national programme. Every preliminary work is under promotion actively. Six projects of HuangLing mining industry are completed, which are 2×300MW low-heating integrated and comprehensive power plants. The running and operation of these projects will increase new competitive strategy in the chasing and surpassing of ShaanMei Group. By the end of late June,  5.3 billion yuan has been invested, which was 130 percent of 4 billion yuan, given by Shaanxi SASAC(State-owned Assets Supervision and Administration Commission of the State Council).

Change marketing pattern, rich in achievements. Take coal capacity exchange as a breakthrough, creating profound cooperation model named “capacity exchange+safeguard supply+logistics investment”, furthermore, a coal-sale market of 500 tons was created in the southwestern market. It is marketable that through co-invested logistic platform company(Shaanxi ChongQing Port Logistics Com. Ltd. And Chongqing Port ShaanMei e-commerce Com. Ltd.), opened the channel of materials such as iron ore and phosphorite that ShaanMei needs from sea into the river, and then transported from Chongqing Port to Shaanxi by rail, which has reduced the logistics cost greatly.

At the same time, to catch the market shares,ShaanMei Group consistently reduces short-term contract, sporadic contract, and signs long-term contract with six major electric power groups, increases the strategic cooperation with key and high quality customers. Firmly grasp market supply and demand changes, adopting sales model of paying before goods, which has greatly changed the passive situation of coal stagnation and pay unrecovered. According to market change and freight, proportion of quantity of rail and highway shipments should be adjusted timely, proportions of direct supply should be increased, which maximizes product value.

Based on Shaanxi coal deal center, and take the most advantage of the platform of “Internet plus”, changing the traditional deal model. For the first half year, 69 million tons of coal has been sold out, which increased 3.9 percent, 2.56 million tons comparing with last year. For the first half year, 39.29 million tons of coal has been completed online, which increased 43.4 percent, 11.89 million tons comparing with last year.

Optimizing the capital structure, defusing financial risks. Facing the reality of high lever, after our government has released the policy of marketing debt-to-equity swap, ShaanMei Group seized the opportunity, negotiated actively with financing institutions, putting it into practice firstly. Up to now, ShaanMei Group has signed with financing institutions 84.5 billion yuan cooperation framework of marketing debt-to-equity swap.

Promote complex changes and stimulate major vitality. In order to push innovation entirely, ShaanMei Group set up the system of  job rating, tailing and supervising, and monthly notification for general information, and put each innovative item into the leaders, departments, and specific principal, which has powerfully pushed innovation. Push experimentation on the reform of state-owned enterprises, new-pattern energy company fulfilled ownership reforms on the increase in capital and share, and held a signing ceremony. Stock ownership incentive scheme of ShengBang scientific Com. Ltd. was approved preliminarily, and audition assessment records were finished, the price of stock rights oriented and additional issue was confirmed, the plan of stock rights encouragement was also formulated. So as to support major marketing, the rail logistics integration was completed entirely, the purpose of which is to achieve professionalization.

On the basis of carrying out “Three systems” and actual situations, formulating “execute solution of the examination and evaluation, award and stimulation, bottom-out of ShaanMei Group leaders”, to encourage, protect and restrain leaders.

Set up the appraising system of Party secretaries to be in charge of Party construction and reporting their daily work, taking the lead in Party leaders’ taking responsibility of primary Party’s clean administration in Shaanxi SASAC(State-owned Assets Supervision and Administration Commission of the State Council). By establishing 《Quarter evaluation working system in chasing and surpassing》, to evaluate the key work and Party construction on spot, and deliver the result, to take “actual performance competition, seating arrangements, on heroes” as daily work, to form the strong atmosphere of chasing and surpassing, and has mobilized the positivity, initiative, and creativity of all departments, and promoted the company’s development quality and benefits. To create “Four-good team, Four-strong Party branch, Four-excellent Party members” as the core contents, to take “Party members’ promises, Party members’ pioneer position, Party members’ responsibility areas” as its carrier, to give full play to the combat fort and exemplary and vanguard role of Party branch, which led the development of enterprises.

Meanwhile, Party committee of Shaanxi SASAC(State-owned Assets Supervision and Administration Commission of the State Council) carried out the work of assistant anti-poverty in the system of state-owned assets, as the leader of the sixth joint-group, nine state-owned enterprises led by ShaanMei Group are carrying out the anti-poverty work of eight impoverished counties in YuLin.

Giving a hand when in danger  Responsibility represented in state-owned enterprise

On the 25^th and 26^th of July, the most serious flood disaster appeared in ZiZhou, SuiDe counties, Yulin. After hearing the news, ShaanMei Group donated 50 million yuan immediately for post-disaster reconstruction, and arranged mining company of northern Shaanxi to send 100-thousand relief goods to the disaster area on the 29^th of July.

Up to now, ShaanMei Group has invested more than 9.8 million yuan to Hanyin county during specific anti-poverty work, concerning low income families of nine villages, the total number has been reduced to 832 families and 2623 people comparing with 2014, the reduced percentage of which are relatively 44.5 and 47.1 percent. According to Shaanxi Poverty Relief Office, ShaanMei Group has invested 7.309 million yuan to the seven poor villages in northern Shaaxin, Tongchuan, and Weinan, concerning 30 anti-poverty projects.
