On the morning on July 2^nd，deputy governor LouQinjian of Shaanxi Provincial Party Committee, came to survey the steady growth of Binxian County 30 thousand-ton Glycol Project  at WeiHua Company. Deputy general manager YouXidi of Shaanxi Coal and Medical Group, manager LiangYukun of the chemical business division, general manager GuoJiangong of  WeiHua Company accompanied.

Governor LouQinjian and his staff came to the glycol construction site, made a survey to the construction of the project. On the spot, deputy magistrate ShiZhiqiang of Bin county reported on the problems that are in urgent need of solving, like the planning, requisition of the project land, tower-line facility removal, transaction of the project formalities of XinMinyuan Coal and Chemical Zone.

Guo JianGong made a detailed report for those three aspects: the profile of using thirty- thousand-ton glycol project, the procedure of project construction and the problems needed to be coordinated and solved. At last, Li ZhongPing, the minister of the XDRC of XianYang city, analyzed the development trend of the coal chemical industry project by connecting the strategic arrangement of developing the coal chemical industry in BinChangxun and the plan of XinMinyuan Coal and Chemical Zone. What's more, he said, the municipal government in XianYang would support and service related work of the construction of this project.

Lou QinJian pointed out that thirty thousand-ton glycol project is a vital project in Shaanxi Province. He requested, firstly, Bin county Industrial Zone should be realistic, steadily proceeded.  More time and energy should be paid on the process of the preliminary designing, doing enough  investigation and made scientific decisions. Secondly, governments should enhance guidance and  supervision to this project at all levels. It's also necessary for enterprises and the locality to take a  regular communication, optimizing the project procedure, arranging the rate of procedure reasonably and quicken the procedure of examination and submission as well. Thirdly, enterprises should insist the indepth conversion of coal resources to keep a circular economy development patterns with energy and environmental protection combined; Trying their best to elaborate and compact the technological process to reduce the energy conservation and emission reduction; Pursuing the road of scientific development unalterably to promote the development of Bin County's regional economy.
