On Jan. 1^st, the first Workers’ congress and 2017 working conference was held by ShaanMei Group in XI’an. The primary mission is to carry out throughly the spirits of the Central Economic Working Conference during the Sixth Plenary Session of the 18th CPC Central Committee, to implement Shaanxi provincial Party committee, Shaanxi provincial government’s deploy and requirements of Shaanxi SASAC(State-owned Assets Supervision and Administration Commission of the State Council), to recall what has been done in the year if 2016, to have an objective analysis of the current situation,to deploy what should be done in the year of 2017, to mobilize all staffs to get a clear understanding of the present situation, to face difficulty directly, to have initiative deeds, to strive to fight tooth and nail, to do everything well in the year of 2017.

At the beginning of the meeting, a preliminary conference of the first Workers’congress and 2017 working conference was held primarily, which was held by LiXiangdong, chairman of the labor union, member of the party committee of ShaanMei Group. The preliminary conference listened to examination report of representatives, passed bureau’s suggested members and secretary general as well as the agendas. Followed by the first plenary session which was held by YouXidi, deputy secretary of ShaanMei Group.

YanGuanglao, general manager of ShaanMei Group, delivered a clerical speech titled “Raising quality and Increasing efficiency, pursuing and surpassing , trying every means to create a new dimension of transitional development”, In Which he pointed out that the year of 2016 is rather encouraging as the Group’s economy has been promoted smoothly than planned. It’s a year of taking actions initiatively and striving to the full. In the past year, the group has insisted to subsist by curing loses and creating efficiency, and lined with development of reinforcing reform, to grip “Five targets, five tasks”, to sustain in reducing capacity, optimizing structure, attaching reform, promoting innovation, vitalizing stock, reducing cost, guarding against risks, benefiting people's livelihood, quality of economic operation has been greatly improved, achieving the excellent beginning of “the 13^th Five-year Plan”. In 2016, ShaanMei Group has achieved the total sales revenue of 212 billion yuan, with a year-on-year growth of 11.2 percent, the profit of which is 3.001 billion yuan, and has surpassed the targeted task given by Shaanxi SASAC(State-owned Assets Supervision and Administration Commission of the State Council). The whole year has witnessed a total production of 0.216 billion tons of coal, 13.87 million tons of chemical products, 73 million tons of steel, 40.3 billion KWH of electricity.

On the work of 2016, “steadiness, newness, power, solidness”, steadiness was represented in the quality of economic operation, excellency in the adjustment of industrial structure, as well as the steady improvement in reducing capacity and safety. Newness was represented in the breakthrough of deepening reform, the new improvement in management and non-industrial business, as well as the new achievement in the construction of “Three Teams”. Power was represented in the intensity of management in capital and funds as well as in the research and transformation of technology. Solidness was represented in the actual effect of vitalizing stock,doing practical things in benefiting people. In the report, he Pointed that we should stick to the problem-oriented principal before summarizing performances, we should aware clearly that our group are now facing the risk of capital, managing the risk of quality, safety and steadiness etc. We should make sure our group can transform and upgrade steadily by scheming and defusing risks.

YanGuanglao emphasized that the overall arrangement for 2017 should be arranged by”Four important points, each of which contains three aspects”. The first of which focused on “Three chains”,namely, value chain, supply chain, industrial chain. We should achieve horizontal integration in industrial chain, and optimize supply chain lengthways, and improve value chain totally. The second of which is to make efforts in “Three Pin”, which is to intensify quality, to add variety, to create brand. The third of which is to deepen reform, to guard against risks, to vitalize stock. The last of which is to observe “Three bottom lines” ,they are safety, environmental protection, and steadiness. Besides, corporate culture construction should be enhanced, leading culture with Party construction, improving management by culture, what’s more, the aiding of the needy workers should also be well behaved.

YangZhaoqian, secretary of the party committee, chairman of the board, set forth deeply on the long-term development of ShaanMei Group. In the aspect of strategies, after an overall judgement to both our own resources, internal and external environments, after a through understanding of new energy revolution and economic trend, ShaanMei Group raised a new developing strategy of clearing the old and reversing innovation driven by technology and capital, trying every means to transform ShaanMei Group into a multivariant enterprise for its coal superiority and outstanding energy and materials. And make it clear for the development patterns of “coal as a basis, energy and materials both promoted, technology and finance both developed, metamorphosis and transformation” It’s hoped that all ShaanMei Group staffs will be able to unify thought, to stay composure, to put fixed transformation strategy into heart, to carry our everything towards our common goal and making progress. We should take the most advantage of the related policies, to give play to ShaanMei’s advantages of resources and technology, quickening three jobs: one is to optimizing mining industry, two is to boosting the construction of larger garden, three is to cultivating emerging industry. In the aspect of reform, everything should be based on reform for the following periods of time, all the other jobs have to be accomplished basing on reform and boost orderly. By the end of last year, the overall reform plan had been pushed out, the contents of which contain six categories and 25 specific tasks concern systematic management, optimized layout and reinforced Party construction, this scheme is a comprehensive and systematic one.

It is hoped that ShaanMei Group will be able to do as what the design said, making sure the reform never changed, guarding against doing something as a mere formality. At the same time, grasping the four principal requests in  execution: one is to promote delegating powers to lower levels and simplifying the procedures of assigning tasks. Two is to grasp linking ups and downs and reforming ourselves. Three is to blend reform and reinforce Party construction. Four is to stick to reforming and inspecting. In talents, ShaanMei’s strategic transformation and deepening reform lie in talents as well as cadres. Cultivating and creating a host of entrepreneurs guiding transformation and driving reform are not only necessary but also urgent. Therefore, the following aspects should be given priority in fostering cadres: One is to quicken the establishment of ShaanMei SiChuang College. Two is to fully develop the selection and appointment system of cadres. Three is to optimize the contingent of cadres. In culture, stage, environment, and atmosphere are important components of corporate culture. The connotation of culture is broad and profound, ethos is also a kind of culture. Therefore, “Four ethos” should be proposed, one is to propose to strive for the best, two is focusing on the excelsior in management, three is the ethos of integrity, four is the ethos of implementation.

YangZhaoqian pointed out that the year of 2017 is rather important for the 13rd “Five-year Plan”, it is the very year if deepening supplying structural reform, it is also the crucial year for achieving the total objective of dealing with loses within three years. Whatever the macroscopic situation is, or the industry tendency, or ShaanMei itself, we have reason to judge that although there are changes in this year’s management situation, totally there won’t be worse than the previous year, the probability for the better is obvious. He requested to take reform as the overall responsibility, to take improving total factor productivity as the core, to hold vitalizing stock firmly,to put forth on reaching target output, leaving lever, mending weakness, assuring this year’s stated objective. He pointed out that: new normality, new stage, new task,  challenge and opportunity coexisted, pressure and confidence coexisted. He called on the staffs to raise spirits, making sure the strategies workable,looking forward to the future as well as paying attention to the present. Be sure to finish this year’s targets, to present gifts for our excellent academic performance to the 13^th Shaanxi Party representatives’ meeting as well as our 19^th CPC Central Committee.

SunAnhui made a speech during the meeting, he pointed out that last year was rather complex for Macro-economic situation, as a key enterprise, ShaanMei Group carried out various policies and arrangements given by Shaanxi provincial government, as well as every measure given by SASAC on steady increase, structure adjustment, reform promotion, risk prevention, and people benefits. Insisting on the leading line of seeking subsistence by governing losses, seeking development by deepening reform aiming at dealing with all kinds of difficulties effectively. A favorable situation of “steadiness, newness, power, solidness” emerged throughout the year. The excellent beginning of “the 13^th Five-year Plan” has been achieved, the targets of SASAC was outperformed.

He said that the SASAC of Shaanxi province is fully recognized ShaanMei Group’s work. And on behalf of the SASAC of Shaanxi province, he expressed his heartfelt thanks and great respect to all leaders and staff. As for the economic development, Sun Anhui introduced our provincial orientation and action plan in terms of pursing and exceeding. He required that ShaanMei Group should pay more attention to be confident, seize opportunities, and speed up the development. It must take more responsibility to play a leading role in terms of pursing and exceeding than others. And it will also strengthen and cheer for the provincial state-owned enterprises reform and development  He still hoped that ShaanMei Group should make further progress. According to the strategy of "taking coal as the base, combining resources with materials, propelling industry with finance and transforming requirements, ShaanMei Group should carry out pursing and exceeding plan, as well as making their work and management into a higher level for the workers’ benefit.

SunAnhui emphasized that every staff should focus on forging ahead, improving quality and enhancing efficiency as well as aiming to deepen the reform for the work throughout the year. Firstly, it should pay special attention to the steady growth to ensure the achievement of full-year target. Secondly, it is to propel industrial structure adjustment and promote sustainable development ability. Thirdly, it is to deepen reform comprehensively and improve power for continuous development. In particular, It must make effort to reach the following four aspects: to optimize the layout of national capital, to construct the modern enterprise system, to develop a mixed sector of the economy and enhance the efficiency of each division. Fourthly,it is about to strengthen party construction continuously so as to guarantee reform and development. Fifthly, ShaanMei Group has to reinforce production safety consciousness and make a solid foundation of steady development. He claimed that all the leaders and staff of ShaanMei Group should work hard with more enthusiastic state,  more pragmatic work style and more forceful measures. He hoped that each staff should make a new contribution for the province's economic and social development once more.

Group discussions of workers’ representatives

The representatives of the workers congress discussed from Sun Anhui's and Yang Zhaoqian's speech in the afternoon. All members of the workers congress made a deliberation for Work Report, Proposals Handling about the Sixth Session of the First workers Congress and Proposal Solicitation about the First Session of the Second Workers Congress,Report of Wage labor,Social security work and Surplus people's placement, Report from Investment Plans in 2017, Report about Financial statements in 2016 and Financial budget in 2017. Every member speaks freely, make recommendations actively and put forward many constructive comments and Suggestions. After the group discussion, the presidium of general assembly listened to the group discussions seriously.

At the second plenary conference in the afternoon, workers' representatives attending the meeting voted unanimously and passed the resolution (draft). Li Xiangdong presided over the conference, and asked each department to study the conference spirit further. He wants everybody to understand the conference essence from Sun Anhui (Secretary of SASAC ), Yang Zhaoqian (Chairman of Board) and Yan Guanglao(General Mananger). Finally, he told everyone to put the conference spirit into thought and action firmly, and also combine the wisdom and strength with decision-making and deployment.

Their speeches inspired all of the staff who will strive to propel work plan and make it become reality. By using prehistorical powers, all staff should struggle to make the new progress and start a new miracle of Shaanxi Coal and Chemical Group Company.
